In Daniel 11:20 a ruler “causes a tax-collector to pass through the splendor of the kingdom” (maʿăvîr nogēš bᵉhadarat malkût), then “is broken, neither in anger nor in battle” (yiššābēr wᵉlōʾ bᵉʾappayim wᵉlōʾ bᵉmilḥāmâ). Tribute gathered to exalt national glory; fall without riot or war—i.e., a procedural or functional break. Verse 21 introduces his successor: a nivzeh (“despised”) figure “to whom they do not give royal majesty,” who “comes in shalvah (peaceably)” and “seizes the kingdom by ḥălaqlāqôth (smooth intrigues).” Paul’s language in 2 Thessalonians 2 interlocks with this. He distinguishes the restrainer as both neuter (τὸ κατέχον, “what restrains”) and masculine (ὁ κατέχων, “he who restrains”), continuing “until he is taken out of the midst.” Read straight, the system (neuter)—Pax Americana’s order—and its executive bearer (masculine)—the presidency—hold back the Lawless One until they are removed from the center. Daniel identifies the actors; Paul names the dynamic; together they describe a vacuum in which an unelected broker with “smooth speech” and indispensable systems inherits control without a crown.

Now the nuclear symmetry: Seal 1 marks the birth of the present order; its historical correlate is the 1945 nuclear use that froze great-power war and inaugurated Pax Americana. The white horse “went out conquering and to conquer” (Rev 6:2) not by occupying continents but by deterrence, dollar hegemony, and institutions—peace with bow extended but no arrows mentioned in the text. That same world-order ends the way it began: with nuclear use. We do not need to specify limited or extensive; exegesis only requires that once seal 4’s sword is unsheathed, Seal 4’s grant of authority fully activates: “They were given authority over a fourth of the earth, to kill with sword and with famine and with pestilence and by the wild beasts of the earth” (Rev 6:8). Why Jerusalem as the diplomatic capital for a post-October settlement? Because in any Europe–North America centric nuclear crisis, New York, Brussels, London, Paris, Berlin, Washington are neither neutral nor necessarily intact. Jerusalem—paradoxically named “city of peace”—is sacred to Jews, Christians, and Muslims alike; it is everyone’s city and no one’s alone. That is Daniel’s “seizing” without being “given” the crown. In this sense the little horn inherits not the presidency but rather "the global order" previously presided over by the US President; in the successor order--the US and its president are not subordinate to or rather a constituent part of the system.
